Thank you for this compassionate article. Instead of blaming the individuals on the streets, we need to look at the system that led them there. Drug abuse is a definite issue. There are not enough quality rehab and recovery programs that people can actually afford. If you don't have insurance, you are out of luck. Also, as you write, the rents are too damn high.
